Google Fuchsia: Will it replace Android?

Well this is still a mystery. Do Fuchsia is a major project or just a side project of Google?
If the major project, if the later would be designated as a new OS to replace Android + Chrome OS, or will become a new OS beyond the OS?
Does this OS is Google's answer for the failure in his bid Chrome OS Windows market share?
